State measure will help libraries

As residents and users of Burbank's libraries, I am sure that you realize that our central library and northwest branch are in dire need of renovation to give the needed room for all the items needed to serve this community, including the audio visual department, reference department, computer department, children's room and, of course, more parking for our central library. Our library has put on outstanding programs for children of all ages and adults as well. Passage of Proposition 81 on June 6 gives our library the chance to have these wonderful new facilities to enhance the enjoyment of spending time at our library for the residents of the city of Burbank.

Amid all the talk this spring about infrastructure improvements for our communities, one critical need has gone almost unnoticed ? California's libraries have not been able to keep up with increasing demand and our growing population.

California voters have the chance to address this problem by passing Proposition 81 on June 6. Proposition 81 is a $600-million California bond issue, which will help communities such as Burbank build new public libraries, as well as help other communities to renovate older libraries that need repairs, retrofits, or upgrades.

These state bonds will provide 65% of the money for library building and restoration. (Several years ago Burbank passed its own bond Measure L to fund the remaining 35% to build a proposed new central library.) These funds will enable local libraries to provide: More homework centers for students and safe places for children to go after school; expanded children's reading programs; greater access for seniors and people with disabilities; updated technology and increased access to computers and the Internet; increased programs to fight illiteracy; new partnerships between libraries and schools.

By law, bond monies cannot be used to fund library administrative, personnel or normal operating cost. There is no provision in Proposition 81 to raise taxes; the bonds will be repaid out of general state tax revenues. In other words, your property taxes will not be increased because of this bond issue.

Access to public library services is a major resource for informed, active participation in a democratic society. Please be sure to register and vote in the June primary. And be sure to vote yes on Proposition 81.
