Burbank City Council Meeting Preview

July 15, 2006

ON THE AGENDA

The City Council will discuss the following items at Tuesday's meeting:

DRUG TESTING

The council will listen to a report about a potential voluntary drug policy. Though a mandatory testing policy for city officials is considered unconstitutional, council members have indicated a willingness to submit to voluntary testing in the wake of drug violations committed by former council members.

WHAT TO EXPECT

If the council agrees to implement a testing program, Burbank will be the only city with a voluntary drug policy for city officials.

The council would have to define the details of any new program, including how often council members would submit to testing and what sort of procedure ? either blood or urine test ? would be used.

ELECTRONIC SIGNS

The council will consider a resolution that would prohibit blinking and flashing signage in front of businesses and homes. Critics of these types of signs say that electronic signs pose distractions for motorists and do not fit in with Burbank's community appeal.

WHAT TO EXPECT

The resolution, if passed, would not apply to the two electronic signs already existing in Burbank, but would restrict the installation of any new signs. Existing signs would be subject to the original municipal code, which says the signs must not flash and can only change written displays once every 24 hours.
