POLITICAL LANDSCAPE:Four Scott bills signed into law

Before a crowd of senior citizens, state Sen. Jack Scott praised Gov. Arnold Schwarzenegger on Wednesday for signing four bills intended to increase supervision of real-estate transactions regarding placement of seniors in homes.

The package of bills introduced by Scott, called the Omnibus Conservatorship and Guardianship Reform Act of 2006, aims to stamp out abuse of seniors within the state's conservator program.

Scott told the crowd that he's aware that families have struggled with financial abuse of seniors and he's focused on legislation to curb the problem.

The bills require conservators to choose the least-restrictive residence for seniors and to exhaust alternatives before placing them in nursing homes.

Conservators would also be required to submit to the court an escrow-settlement statement within 15 days of the escrow's close.

Schwarzenegger also signed two of Scott's education bills into law on Tuesday. They are meant to give principals more hiring choices and recruit more teachers.

Senate Bill 1209 changes laws so that more teachers can be recruited and retained. It also provides an annual $6,000 bonus for teachers who agree to work at lower-performing schools.

Senate Bill 1655 gives principals in low-performing schools more choices when hiring teachers, so that poor-performing teachers are not shuffled from one school to the next.

The bills will strengthen California's teaching workforce and ensure quality education to students in the state, supporters say.

Dreier votes for defense funding

Rep. David Dreier, whose district includes La Crescenta, voted on Wednesday to approve a defensefunding bill.

The Department of Defense Appropriations Act for 2007 was approved with strong bipartisan support, 394-22.

The bill will provide funding for the 2.2% military pay raise, $1.9 billion for new, improvised explosive device countermeasures to protect troops on the ground, and will allocate nearly $23 billion for Army and Marine troops to ensure they are fully equipped with refurbished equipment.

About $9.4 billion will be used toward ballistic missile defense.

Governor signs privacy bills

Gov. Arnold Schwarzenegger signed several bills Tuesday to enhance the protection of public-safety officials.
