WHAT TO EXPECT
Mayor Marsha Ramos said recently she does not expect the council to allow the armory to be used as a shelter. If the shelter site is not approved, the Los Angeles Homeless Shelter Authority has said they will not attempt to use the Burbank armory, though state law would allow them to do so.
The council will hear from staff members about the city’s intent to enter into an agreement with American Homeland Solutions, a public safety consulting firm that will review the Burbank Police Department’s current organization structure, existing deployment and staffing methods as well as community expectations. One of the Police Department goals is to conduct an independent review of the department every five years to determine the efficiency of the organization and the effectiveness of community policing programs.

The council will consider the transfer of the development agreement from NBC to Catalina Media Development, a division of developer M. David Paul. NBC is preparing to sell the remainder of the site to M. David Paul, but needs the consent of the council to finalize the transfer of the agreement.

The council will likely approve the transfer as the development agreement states that the city may not withhold consent if the financial conditions are reasonably satisfactory.

The council will vote on the possibility of approving more than $1 million in contract bids for the Police Pistol Range, Starlight Amphitheater and Fire Station 16, all of which require seismic retrofitting in order to comply with state law. The council will also consider awarding a $262,000 construction bid to an architectural firm that will add landscaped areas, build more benches and improve the accessibility of Tuttle Senior Center.
