Burbank City Council Meeting Preview

ON THE AGENDA

The following items will be discussed at Tuesday’s Burbank City Council meeting:

PLANNING BOARD APPEAL

The council will be asked to consider an appeal from a Burbank resident opposed to a planned five-story, mixed-use building with 11 residential units and 4,300 square feet of commercial office space planned for the 300 block of E. San Jose Ave.

Resident Jesse Byers, who appealed the Planning Board’s approval of the site, said the project is “incompatible with existing structures in the area” and would result in “increased traffic and road hazards.”

WHAT TO EXPECT

The Planning Board is asking for the council to deny the appeal and move the project forward.

TEEN CENTER

City staff members are scheduled to present a report to the council about a proposed center for teenagers to be housed in the new Community Services Building scheduled to be finished this summer.

The center would be a centralized location in the city available for teenagers to congregate and would have various recreation activities.

WHAT TO EXPECT

Staff members are seeking direction on the matter.

BIKE LANES

The council will be asked to approve nearly $130,000 for a planned bike lane on Hollywood Way between Pacific and Tulare avenues.

The project would include the installation of flashing crosswalks, street striping, and would be paid for with state transportation funds.

WHAT TO EXPECT

City staff members are recommending that the council approve the funds.

AIRPORT NOISE

The council is slated to consider a ruling made by an administrative law judge that allows Bob Hope Airport to continue to operate outside of noise regulations for three more years as the airport works toward lessening noise and eliminating nighttime flights.

The judge’s decision is not concrete and acts as a recommendation, but city staff members do not foresee any changes.

WHAT TO EXPECT

Staff members are seeking direction on the matter.

CONSERVATION CORPS

The council is scheduled to discuss the possibility of establishing a youth conservation corps, whose aim would be to educate residents and businesses on the value of water and electrical conservation and inform residents about the Burbank Water and Power conservation programs already in place.

WHAT TO EXPECT

This is the first step of a two-step process in which the council will direct staff members on ways to implement the program, should they decide to do so.

BALLOON BAN

The council is slated to look into the possibility of working with state Sen. Jack Scott, who represents Burbank and the surround area, to pursue a statewide ban on Mylar balloons.

The shiny balloons are the fourth leading cause of power outages in Burbank, the staff report said.

WHAT TO EXPECT

The council is expected to directed staff members to work with Scott and area utility companies to pursue the ban.
