Burbank City Council Meeting Preview

December 13, 2008

The City Council will consider expanding the Burbank Water and Power recycled water system to provide additional water deliveries. Expanding the system includes constructing two new pump stations at Wildwood Canyon Park and Foy Park. This recycled water system fuels the city’s heating, ventilating and air conditioning units, among other things.

If approved, the estimated $12.5-million expansion project will reach new customers at 14 different schools, Woodbury University, Valhalla Memorial Park and Cemetery and other areas. This is according to a staff report by Burbank Water and Power General Manager Ronald E. Davis.

WHAT TO EXPECT

Staff will ask the council to approve the expansion project.

Management Services Department will ask the council to appropriate a $7,483 certificate to Burbank Police Chief Tim Stehr to compensate him for overtime hours he put in.

The request comes after an internal compensation study was conducted to review the disparity between how Burbank police captains and police chiefs are paid for overtime activities such as responding to emergencies and attending community meetings.

Compensation practices for police chiefs and captains were surveyed at 12 other cities such as Glendale, Inglewood and Anaheim.

WHAT TO EXPECT

Since the Burbank Police Department does not have salary savings to compensate the police chief, council will be asked to use money from the city’s general fund.

The city’s filming ordinance was updated to clarify ambiguous language and include exemptions for filmmakers operating hand-held cameras. Last Tuesday, the ordinance was introduced to the council, which requested that the Burbank city attorney further clarify the ordinance’s language.

WHAT TO EXPECT

Council will be asked to adopt the proposed film ordinance.
