Shooting suspect arrested

Police detain woman in connection with February shooting death of Burbank woman who answered her door.

An article Wednesday, “Suspect arrested,” incorrectly reported that two men — Arpiar Terrgalstanyan and Armen Mangasaryan — who were charged with the shooting death of Jasmine Voskanian, have admitted to Burbank police to killing her. According to Sgt. Robert Quesada, police believe the two men participated in the shooting based on collected evidence, giving authorities probable cause for an arrest.


BURBANK — A woman was arrested Tuesday afternoon in connection with shooting and killing a 49-year-old woman after she answered her front door, police said.

Bella Stepanyan, 26, of Burbank was the third person to be taken into custody since Jasmine Voskanian was shot and killed Feb. 25 outside her Burbank home’s front door, Burbank Police Sgt. Robert Quesada said.

Two men — Arpiar Terrgalstanyan, 20, of Glendale and Armen Mangasaryan, 29, of Burbank — were arrested the same week of Voskanian’s death. The pair pleaded not guilty Feb. 27 to killing Voskanian.

Stepanyan is being held without bail at the Burbank Police Department jail and is expected to be arraigned Thursday at Burbank Superior Court. Police also arrested her on suspicion of planning the shooting death, Quesada said.

Stepanyan, along with Terrgalstanyan and Mangasaryan, knew Voskanian because of an unpaid monetary debt, police said.

Quesada said the men have acknowledged shooting Voskanian. He said Stepanyan was part of the lying-in-wait plot.

According to police, Voskanian answered her home’s front door at 12:20 a.m. Feb. 25 in the 4200 block of Jacaranda Avenue after she heard either a doorbell or knock and was shot once.

Her boyfriend, who also was inside the home during the shooting, found her lying on the ground near the front door.

Voskanian’s boyfriend called police, who then notified paramedics, but they were unable to resuscitate her, and she was pronounced dead at the home. Coroner’s officials said she died of a gunshot wound to her head.

Her boyfriend is not a suspect and cooperated with detectives, Quesada said.

Neighbors told police the couple were renting the home and moved into it about six months ago. Police recovered a handgun and seized a black Mercedes-Benz, which may have been used as a getaway car after the shooting, he said.
