Burbank City Council Meeting Preview

April 18, 2009

ELECTRONIC SIGNAGE

Staff will present a report detailing the city’s policy concerning electric and light-emitting diode signs, specifically those advertising fuel prices.

Several members of the council at the March 24 meeting requested a review of the city’s sign ordinance, which prohibits electronic signs using LEDs.

WHAT TO EXPECT

The council may ask staff to return with an amendment to the ordinance allowing for limited use of electronic or LED signs at fueling stations. It would likely include different ways the city could regulate the updated ordinance.

AIRPORT AD HOC COMMITTEE

The council will weigh whether to appoint two of its own to a recently formed ad hoc committee of the Burbank-Glendale- Pasadena Airport Commission.

The committee intends to review issues concerning the Part 161 study, which would impose a mandatory curfew from 10 p.m. to 6:59 a.m.

The meetings may involve airport Executive Director Dan Feger and Burbank City Manager Mike Flad.

WHAT IT MEANS

Provisions of the Ralph M. Brown Act would govern the meetings.

COUNCIL TO WEIGH SEWER SYSTEM PLAN

The City Council on Tuesday will consider adopting a resolution approving a final sewer system management plan.

The council in July 2007 approved development for the plan, as required by the California State Water Resources Control Board. The sewer system management provides guidance as to how the city should approach issues of operation, maintenance and managing wastewater collection systems.

The average monthly cost of compliance will add $6 per household per month. The city’s sewer service charge is $19.06 a month per single-family dwelling.

WHAT TO EXPECT

City executives are recommending the council approve the final plan. Self-audits are required every two years, and violation of state requirements could result in higher costs to the city down the road.
