Jesse Zagala, 28, was acting suspiciously, and store security officials caught up with him outside the store and placed him under citizen’s arrest until police arrived, Yadon said.

Zagala had a skirt, earrings and other miscellaneous clothing in his hand, Yadon said. The incident took place at 1:45 p.m.
