The City Council has voted unanimously to adopt a Bicycle Master Plan that will outline a vision for bike paths in the city. The plan, approved by the council Dec. 9, will help engineers and urban planners connect bicycle paths to similar paths and transportation facilities, and reduce traffic congestion and air pollution, officials said in a staff report. An approved master plan means the city is now eligible for funding for bicycle transportation projects from the California Department of Transportation.

BURBANK — Traffic and transportation officials this week floated a proposal to reconfigure a stretch of Verdugo Avenue, reducing the number of lanes in each direction to accommodate bicycles and additional on-street parking. The proposal, slated to go before the City Council Oct. 27, would remove one lane in each direction to accommodate a 6-foot bike lane and a center turn lane, Principal Planner David Kriske said. Transportation officials targeted the artery after preliminary analysis showed it drawing only about half the number of daily vehicle trips as the city’s busiest roads.

CITY HALL — By a unanimous vote, the Burbank City Council approved more than $150,000 in state and local funds to construct a bike parking station at the Downtown Metrolink Station. Burbank secured more than $138,000 from the California Department of Transportation’s bicycle fund and will pitch in with about $14,000 of city funds for up to 100 bike parking spots at the train station, said David Kriske, Burbank senior planner. The station has eight locks for bikes, and a waiting list leaves most people without the opportunity to secure their two-wheeled mode of transportation, he said.

In recent weeks, the city has pushed the boundaries for bicyclists even further, and that’s a good thing. From a restructured Verdugo Avenue, to an expanded master bike plan, that some people might dismiss them as an impediment to car traffic, or a waste of taxpayer money, is the kind of political stance that’s put the region far behind other metro areas in nurturing a more sustainable infrastructure. The updated Bicycle Master Plan is expected to address the needs of more than 12,000 residents who work in the city, but who cannot traverse certain areas because dedicated bike paths end abruptly.

A combination of grants will allow Burbank to complete tens of thousands of dollars worth of improvements for bicyclists without dipping into the city's own pocket. The roughly $64,500 in grants through the Los Angeles County Metropolitan Transportation Authority likely will go toward the planned San Fernando Bikeway, said David Kriske, Burbank's deputy city planner. The proposed bikeway would be a three-mile path that would be part of a route that takes bikers from Sylmar to the downtown Burbank Metrolink station.

How can Burbank, with its much coveted village-like small town atmosphere, be “one of the most dangerous places to live in California if you are a pedestrian or a bicyclist?” The recent Leader editorial, “Could the cost of insurance drive more awareness? ” suggests that a lack of responsible driver behavior here leads to Burbank's sky-high auto insurance rates, which are sixth highest in California . But a closer look reveals something more insidious than simply irresponsible behavior by local motorists.

Burbank is among the latest cities in the region to approve a collection of bikeway improvements that would make it easier to navigate from one area to the next. About 1,000 of the 100,000 people who work in Burbank regularly commute to their jobs by bicycle, city officials said. City planners are setting their sights on a 5% target.

Let’s see if I have this correct. For the entire length of Chandler Boulevard we have built an absolutely beautiful pathway for all the sweet, wonderful bicycle people on the planet to use while pedaling through our fair city. OK, fine. Now, will someone please tell me why the heck in these desperate financial times we have to squander another $75,000 and remove a perfectly good lane of traffic from a parallel street a mere three blocks away in order to make yet another freaking bicycle path (“Roadwork set to start,” Dec. 23)
