In a long-ago episode of ?The Simpsons,? an old-timey government clerk discovers a forgotten law on the books that prohibits drinking or selling liquor in the city of Springfield. There is also, he discovers, a law prohibiting ducks from wearing long pants. After about 20 minutes of Prohibition mania, the old clerk, who talks as though he just stepped out of a Pepperidge Farm commercial, discovers that the Prohibition law had been repealed just a year after it was instituted. All the rum running and craziness had been for naught.
