An open letter to the Federal Aviation Administration: It is a rare opportunity and certain responsibility that brings us to this point in time. The residents of Burbank have a history with the Burbank-Glendale-Pasadena Airport — a history of doublespeak and expansion over and over again, even while being promised that “all is well.” It goes all the way back to the 1970s, the beginning of the joint-powers agreement and the “founding” of the Burbank-Glendale-Pasadena Airport, where the residents were promised caps on passengers and caps on flights.

AIRPORT DISTRICT — Approval of a nighttime curfew at Bob Hope Airport could be delayed by at least a year and a half because of a Federal Aviation Administration recommendation for further study, despite overwhelming community support for the proposed ban, airport officials said Monday. The proposed curfew would ground most departures and arrivals at the airport from 10 p.m. to 7 a.m., with exceptions for military personnel and allowances for flights dogged by emergencies or planes delayed by up to an hour by inclement weather.

An umbrella group made up of San Fernando Valley residents, business people and community activists on Tuesday formally announced its opposition to a proposed curfew at Bob Hope Airport that would restrict flights from 10 p.m. to 7 a.m. The group ? Valley Vote ? cited plans by airport officials to shift flights from Burbank to other regional airports as the root of their resistance to what would be the first curfew of its kind if approved by the Federal Aviation Administration. If the ban is enacted, more than 30 flights will be rerouted to Van Nuys Airport and five flights to Los Angeles International Airport.

GLENDALE — The public comment period on a proposed curfew at Bob Hope Airport ended Friday with a flood of opposition coming from Los Angeles City Hall, where Mayor Antonio Villaraigosa said the proposed nighttime ban is counterproductive and improper. But support for the ban still heavily outweighed opposition to the proposal, airport officials said. The crux of Villaraigosa’s opposition, which came in the form of a letter he wrote to the Burbank-Glendale-Pasadena Airport Authority, centered on a slew of flights that are projected to shift from Bob Hope to six regional airports if the ban on flights from 10 p.m. to 7 a.m. is approved by the Federal Aviation Administration.

The Burbank-Glendale-Pasadena Airport Authority, which is asking the Federal Aviation Administration to accept a ban on arrivals and departures at Bob Hope from 10 p.m. to 7 a.m., has received 166 responses during the ongoing public comment period. More than 120 of those support the proposed ban, while 33 have spoken out against the measure.

The council unanimously voted to accept a $25,000 grant for the Burbank Fire Department. With the money, the department plans to buy six Panasonic ?Toughbook? laptop computers and new software that will help fire inspectors and arson investigators. WHAT IT MEANS The money will be reflected in the 2007-08 budget. ? Burbank officials are set to begin the process of asking its residents to support a proposed curfew that would restrict all flights at Bob Hope Airport from 10 p.m. to 7 a.m. By April 17, city officials plan to send a letter to each of its 100,000 residents that would outline the proposed curfew and ask them to contact their federal legislators, who they hope will pressure the Federal Aviation Administration to adopt the proposal. Reps. Adam Schiff and Brad Sherman, whose constituencies include Burbank, have signaled their support for the proposal, as has Rep. Howard Berman, whose San Fernando Valley district covers the airport.
